On December 31, 2018, Cheryl Rawls was appointed as the Executive Director of the VA Office of Transition and Economic Development (OTED). Since July 2016, Ms. Rawls served as executive director for VA’s Pension and Fiduciary Service. Prior to her going to VA Central Office, she served as the regional office director in Winston-Salem, North Carolina; Little Rock, Arkansas; and Huntington, West Virginia. She has also served as a co-chair for the North Carolina Governor’s Working Group Meetings.
As OTED’s executive director, Ms. Rawls serves as a primary consultant and advisor to VA senior leaders on “highly visible, complex and enduring issues concerning the delivery and application of benefits and services that impact transition and employment-related initiatives for service members, Veterans, survivors and dependents.” OTED is responsible for the VA’s Transition Assistance Program, which supports the military-to-civilian transition for service members and has oversight of the Educational and Vocational Counseling Program (Chapter 36).
