Since 2000, the US Department of Defense has diagnosed over 370,000 service members with traumatic brain injury (TBI), with the majority of them diagnosed in non-deployment settings.  TBI is also common in civilian populations, with about 2.5 million emergency room visits in 2016.  Due to the chronic effects of TBI on individuals, families, and the workplace, Senator Tillis and his subcommittee heard testimony.
